that is most likely a flex strip issue between the logic and the RF. For whatever the reason the logic cannot read the RF board settings. You can try giving it few smacks and see if it will re-seat itself a little better. Later on they changed that error message from rx_bk_fail to Cycle_Power

You can add the keypad but you'll need purchase/turn on the Full keypad option for it operate as a model III.

Cycle Power is a cover up message for an error where the logic board can't read the Rf board. Most likely due to the flex connection between the two.
reseat the flex and try again.

Its a problem with being able to read the logic board. Most likely a flex issue. You can cycle power a few times and see if it will finally read but most likely it will keep appearing as it is a hardware issue. The PRC127s are the still the same hardware as any other 5100 of the same series. My guess is, that you have a demo radio or some other sort along those lines. 2.8.15 is the last release for that radio.
I think the PCC needed is 1.28.0.8.
There is no magic way to get full model number. It should be on the frame under the battery.

I think this is more likely just an issue with the main unit itself.
My memory isn't the greatest but I think the last FW version for the HHC itself was 3.14 (maybe 3.15), downside is that the HHC isn't something you can flash in the field.
