In my county we use both radios, and the Icom F60 (we are UHF) hold up better and are more liked by those that carry them.
Another factor is the accessories and programming stuff which is much cheaper on the Icom side.

EF Johnson makes at least two UHF splits. I have two of these portables.
One is 403-470 mhz and the other is 450-512 mhz

There are several software versions that will program that radio:
EDACS is a dos program and Programmer is a windows program.
Are you using a real com port? I have never had any luck with those usb to serial adapters.

I'm not an M-RK guy but I have experience with the M-PA which is similar. I believe that EDACS is a DOS program, so the standard caveats about running real DOS and not a DOS windows apply. try grounding the microphone to the chassis. It could be a feature motorola used to call HUB switch or hang up box. If enabled the receive pl will be disabled when the mic is removed feom the hanger. Double check your codeplug. You must have something askew. My kid's FRS radios work better than that.
You should make sure you have the same frequency and PL tone on both the transmit and receive side of things then load the same plug into both radios.
