EDACS3 is DOS based.
EDACS4 is Windows AKA "Programmer".
EDACS3 is going to be easier to find than EDACS4...

The software is called Windows Programmer. I think it costs $2000.00 or something crazy like that. You can find it, but you have to really look. Legallity depends on your states own laws. I'm not sure what tool you'd need, but if it's a spanner type nut, you can make one. Just use an old flat head screw driver that is wide enough to cover the whole nut. Take a dremel tool and 'etch' out the insides of the flat blade until it fits the nut. I use it on the SMA and the battery connector...
