For ES Products (5100 and 5300), the radio firmware will be in the format of 6.xx.yy The version of PCC you will need will be 2 versions higher of the xx number. Zone Fail just indicates the radio is programmed for more channels than what it is optioned for. For example if you have 48 channel radio you cannot program more than 3 zones or you'd get that message. You just need the programming cable to load it. It is REALLY simple and you can't screw it up.
Instruction come with it, takes about 15 minutes to load the new firmware, piece of cake, done about 25000 of them myself.

They sent you the latest version of PCC for that radio, but the firmware is REALLY old. The version of PCC you have is too new for the radio firware, the file formatting doesn't match up so PCC can't read it. If you just purchased that copy of PCC you can call them back and get the latest code updat...

Yeah, EFJ can send you the upgrade file. THey will just need the ESN of your radio(s).
As for the the Keys, you will need and EFJ keyloading cable.

The 1.x.x radios do not support DES-XL. Only the 3.x.x series supported that. You can get DES (which of course will be DES-OFB on a digital channel) but it will be the software based and not FIPS certified. As for loading keys, you can use the EFJ SMA, the MOT KVL-3000/3000+ or your T3011DX. For you...

The radio already does 136-174 MHz. Unless you have a REALLY old one that started at around 145 or so (as I recall).

4.4.16 is the firmware level that the radio is running. Which is very old, circa 2005ish.
Last release for that radio was 4.14.5.

As for the label missing, I wouldn't worry about it too much. The ESN can always be pulled from the radio via PCConfigure.
