You just need the programming cable to load it. It is REALLY simple and you can't screw it up.
Instruction come with it, takes about 15 minutes to load the new firmware, piece of cake, done about 25000 of them myself.

The version of PCC you have is too new for the radio firware, the file formatting doesn't match up so PCC can't read it. Yeah, EFJ can send you the upgrade file. THey will just need the ESN of your radio(s).
As for the the Keys, you will need and EFJ keyloading cable.

The 1.x.x radios do not support DES-XL. Only the 3.x.x series supported that. You can get DES (which of course will be DES-OFB on a digital channel) but it will be the software based and not FIPS certified. 4.4.16 is the firmware level that the radio is running. Which is very old, circa 2005ish.
Last release for that radio was 4.14.5.

As for the label missing, I wouldn't worry about it too much. The ESN can always be pulled from the radio via PCConfigure.
