The FTH-2070 came in several band splits. If you program the wrong split you get the ER02.

Change the bandsplit back to the correct one and it should work properly.

Sounds like the normal bad power switch on the RH256.

Replace the power switch or jump it out and the radio should work properly provided that the VCO is locked

KENWOOD

The password feature prevents someone from "reading" the info in the radio.

If the radio has a password all that you have to do is generate your frequency information and program it into the radio.
