Generally, your microphone needs to be hung up in the mic clip and/or grounded for the scan function to work.
Working from memory, the ORION's SCAN LED will flash if it is trying to scan but the mic is not hung up properly.

We have a 70-1337B at our rural school for bus contact. It appears the squelch is too high and noisey when any volume is turn up. ORION can be programmed to a minimum volume of ZERO. I don't know if that actually means
no sound output but it is programmable to ZERO.
