Panasonic RUGGED CF-28 TOUCHSCREEN Toughbook GPS Laptop

I am finally giving a little bit more serious thought to getting a lap-top computer. I happened to see this listing on Craig's List

I don't know for a fact that the Craig's List and the ones on Ebay are one and the same, but I suspect that they are. At any rate, is this a company that anyone here is familiar with? Do you think that $400, give or take, might be a fair price for a used CF-28? I want to have something that I can add a wi-fi card to and use around the house and when we travel. Obviously I had quite a bit of experience with the CF-28 before we upgraded at work. I suspect that this company gets these from fleets as they upgrade, so maybe these belonged to a PD or SO before they upgraded. I see that they are touchscreen versions and do have the CD-RW/DVD-ROM Combo Drive. I don't know if they have/had wi-fi or if that is an option that I would have to add after purchase. Any thing else that I ought to consider with something like this?

Oh, and one of the reasons that I am looking at these is that since this would be my first personally owner lap-top computer, I have this fear that since I have experience with Toughbooks, that I would wreck a run of the mill notebook computer.

Thats a good price, but if your going to spend 400 you can get a new computer for a few bucks more. If you need a rugged laptop then its a good deal.
