Maxon SP 330 Programming troulbe [HELP]

Having trouble programming SP 330 , When I try to get it to read the raido, I have no no LED light when I hit and hold the monitor button , but the LED works when the radio scans.I have programed about six of these radios so far this one will not let me.
And when I push the monitor button it does not open the squetch ,
