I am looking for into regarding programming up a 53xx radio. I have the PCConfigure and I have a 023-9800 RIB (write-on). Would I need a 023-5300 or newer RIB or would the older RIB work?

The 9800 RPI will not work. You will need a 5300 RPI. The 5300 RPI converts to RS485 which is what the control head uses for communications.
