Not worth it.
Too many mods required starting with the VCO. One wrong/bad part and it becomes un-fixable, unless youy have an entire development lab at your disposal.
There is no "kit"
I am an expert on this radio and I would not try it.
Swap for an A version, or buy another radio.

Can you tell me if the 70-1495B can be narrow banded? Thanks.

I don't believe so, no. As for retuning below 150 MHz how far? I have several that have tuned down to 144 MHz with no trouble and I believe the vco will come down as far as 142 MHz before it falls off the end.

I have one I don't know how to use. Could you explain to me how to get it to scan.

I don't have access to information on that radio but the default condition for most mobile radios is that scan is disabled if the mic is "off hook". This means it needs to be in its hang up box, in a mic hanger that completes a circuit on the back of the mic or in a grounded mic hanger, depending on the make/model radio, for scan to work. "Off hook" usually also puts the receiver in monitor (CSQ) mode.

Theses "off hook" scan disable and/or monitor features can sometimes be turned off in the radio programming options but the default programing generally has these features active. The other alternative is to add a jumper in the radio or control head that defeats the "off hook" sensing depending on how it works in that particular radio. If this is done it will probably mean the radio is also always in monitor mode depending on how it is programmed.

Scanning on the Midland

The Midland scan is programmed internally during programming

individual channels must be selected (checked box) for A Scan and/or B Scan

then the scan button will activate the type of scan chosen internally during programming
the A/D button will Add, or Delete a channel when the channel stops on scan
thus a nuisance channel may be removed from scan during the scanning process

Normal Scan, Priority Scan & Modified Scan are selected in the software during programming

NORMAL SCAN (Default-displayed as PS) Recommended for radios where the PSCAN button is the only scan button
Normal scan allows 2 scan lists

MODIFIED SCAN: Recommended for radios with a combinatlon of P SCAN/ESG buttons

SECONDARY SCAN: Recommended for radio with P MON/N SCAN buttons

hope this helps
