GE Phoenix S Problem

I have the above radio that's in need of repair. It's a 16 channel VHF model. When the radio is powered on, it displays the red transmit light, channel or scan buttons don't function either. It has no response when the mic button is pressed and even though the red transmit light is on, it isn't throwing a carrier. Any suggestions on where to start? Thanks.....

It sounds like synthesizer/interconnect board trouble.

Some possibilities are:
Bad EEprom
Bad 5V regulators
Bad microprocessor
Bad microprocessor crystal

Sounds like it's ready for the scrap heap. It's installed in one of our black and whites and used for local government. Replacement radios are tough to find since upgrades are in the near future and repairing these is not high on the list. Thanks.....
