It's possible to program P7100 UHF-L (378-430MHz) out of band?

No, I haven't seen that done...
The P7100 if its similar to the MRK's, they have flashcodes for uhf low, uhf medium, uhf high which reside in the radio and make it what it is. I believe these flashcodes set the parameters for the frequencies that can be programmed into that particular radio.
The P7100 radios are the latest in software programmable radios from MA/Com and they are quite intricate in their design so that no one without MACOM software and their hashcodes could ever change the radio from what is was when originally purchased.

I've heard rumors of the existence of a .SC4 file that will allow the P7100 to shift into the 70cm bands, but have yet to find it.

I'd be interested in the sc4 file if anyone has it - I'm up for trying the conversion out!

The SC4 function only applies to the following radios:

Prism HP/LPE-200, Jaguar 700P/Pi Series, P7100 Series (P7170-System, P7150-Scan, and P7130-Select),
P5100 Series (P5150-Scan and P5130-Select), Jaguar 725M, M7100, M-RK, and Orion


(This info comes from the HELP files of Programmer R18 and may or may not apply to newer radios
or revisions of Programmer)

Never tried the P7100 (don't have one to experiment with), but I do have an ORION out-of-band.
I would never expect a radio to work 20mhz out of band if your radio bandsplit cuts off
at 430mhz. The VCO and rest of the RF hardware plain won't go that far - 10mhz is usually a stretch......
