TKB-720 Pin 13

I just purchased a TKB-720 base station. I am trying to to get a cos detector from pin 13. Right now I get 4.75v all the time from pin 13. I know that it is suppose to be active high and goto 3.5v when receiving a signal. I don't have a service manual to see how I would do that.

Any help would be appreciated.

On the TKR repeater,that pin is tied to an internal squelch or tone squelch and it goes active low.
I can't remember if the TKB has this internal board.
