Dual Head 730 programming issues

KPG7D reads from radios fine, however when writing, hits 50% then errors out. In the back of my mind I remember a certain procedure, ie head one first, then head two. This is on 2 different ambulances. Seems like I remember this symptom if model setup was wrong, but it's not. These have been in service for a few years and have worked OK. Called Tech Support and the tech said there was nothing special that had to be done. I think he was WRONG!
I've programmed quite a few of these units, but it's been quite a while. Somebody please tell me so I can quit straining my brain.

You only need to program from the front head.

Some things to check:

Make sure you are running a fairly slow computer in pure DOS mode
Make sure the eeprom configuration in the radio matches what is required by your program

Are these 160 channel radios?
Do the heads and radio deck all have matching EEPROMs? 24C04 for 32 chanel radio or 24C16 for the 160 channel radio.
If they have the larger 24C16 EEPROMS have the proper jumpers been pulled off.

Thanks to all who have responded and now that I have finally gone in to the shop
I have the manual. We have been extremely busy, but now I need to order a few KCH-5 expansion kits (24C16's) to replace the ones in the T/R units that are 2404's. The masking tape and familiar numbering should have tipped me off.
It's bad when you go in behind someone without any idea what they might have done. And yes, all the jumpers in all of the heads are correct for expansion.
