98 Series makes noises

I have a 98 Series UHF Conventional mobile that makes intermittant pops and static in receiver speaker (during standby). It also beeps and makes a siren or alarm tones for no reason. The transmitter has noise on the carrier. What could be causing all this?

Problem seems to be VCO board. Has anyone repaired or replaced a VCO board? How do you do it? What does the board cost?
