Can a person program a AN/PRC-127EFJ portable using PC Configure which is used for the 5100 series radios and does the same programming cable work?
Or is there a different pinout and or software for this radio.

They are the exact same radio. So long as you use the PCConfigure that matches the firmware in the radio you should be good to go. There are no differences between the cables either.

4.4.4 requires PCC 1.28.0.8
I would recommend upgrading the radio to the current release 4.12.2 which would use PCC 2.8.2

What is the differences between AN/PRC-127 with 5100 and 51SL?

The PRC-127 is a FIPS certified radio. The 51SL is not. That is the main difference. There are some other option restrictions on the SL as well, but the FIPS compliance is the big one.
