Rebanding and EFJ

Looking for some info on the expected impact on rebanding EFJ Multinet systems.
Will 97xx radios work with/ without a flash upgrade? How about older equipment? 86xx?

Per the engineer at IWCE from EFJ no existing equipment is compatable. I am sure there new stuff will have a flash available,however our county has all summitts and cl portables. All will be replaced.
