Relm BCRP charger

We had some RPV516A radios donated to us and they came with BCRP chargers. The chargers appear to be conditioning chargers, but I can't figure out how to get that feature to work. When I put a radio in the charger and press the button the top LED just flashes red rapidly. Anyone have any documentation for these chargers or can explain how to operate them? Thanks in advance.
