ICOM IC-FR3000 Phone Patch Operation

Hello,
I currently have an ICOM IC-FR3000 VHF repeater that I would like to enable telephone interconnect. I also have the software, and from what I can tell the radio is set-up exactly like it says in the manual. Here's the problem: No interconnect at all. I have tried to connect to the FR3000 with two different portables (both Motorolas), without success. I have also tried to connect to the FR3000 from dialing from a land line to the number the FR3000 is attached to, still without success.
I have verified that the phone line I attached the FR3000 to is working.
Does anyone know what mode the FR3000 needs to be in that may make a difference (Base/Repeater, etc.)? Do you know of anything I can try to get it to work? Will the FR3000 even do interconnect?
