FCC PROGRAMMING RULES OR LAWS QUESTION
I have all the stuff to do the programming on the Kenwood radios and have for the last couple of years. My question is do I have to have a license or permit to do this? I only do it for the fire dept and ambulance crews that I belong to.

I think this is like the military's "don't ask ... don't tell" policy.
I don't know much about 2-way radios but I'm over 50 and can't remember not having one around. Everything from Buddy and Citi-fone to Icom and Kenwood.

The FCC eliminated the requirement for an operator's license to do service work on land mobile radios many years ago. While some type of certification is recommended, it is up to the system licensee to employ or contract with someone competent to program and adjust their radios.
The system licensee is responsible for any rule violations caused by an improperly serviced radio.
In the Fire and EMS services, I would assume the Chief would also want to be sure the person doing the work is competent and has the necessary test equipment to assure the radio will perform properly in an emergency.
