tk-2170 programming problems

I`m having a problem programming a kenwood tk-2170. Each time I try to read the data from the radio i`m getting a check connection error. The com port is set up right, the cable works good as I have programmed other radios with it, and the radio just does these very small transmit key ups like its trying to send data but doesnt. Anyone have any suggtions it would greatly be appreciated. Thanks
