The Radio Information Board

Picked up a mobile at Dayton this weekend. Cannot find much info on the net other than high tier Intruder UHF LTR-Net and Multi-Net along with conventional. This is my first EFJ so any help would be appreciated pointing me in the right direction on how to get started. I powered it up and nothing lights up but the display says E.F.J. V201 and it does nothing else. Is it just blank? Is there a test mode I can use to validate TX/RX until I figure out what I need to program it?
