Vertex ftl-2011 24ch ce5

I have a vertex ftl-2011 vhf 24 ch radio. Ordered a 9 pin serial program cabel. Tried on a p4 win 7 lsptop radio flashing cl. Put on a 486 laptop cl went away. Tells me radio should be talking to pc. Laptop has windows 95 on it. However running ce5 it only displays a 4 ch model. How do i get it to show 24 ch? Yes, turning knob ch display show 24. Com port 9600 n 8 1 xon xof also tried hardwsre.
